How can I make my dog safely in the car without using a seat belt? My dog is a Yorkshire Terrier and very small businesses - all seatbelts dog is too big and it fits right over them.
They make car seats for dogs that are closed soft and comfortable. There are also booster seats that are a bit if the dog can see through the window, with a harness to keep the dog safely. Car seats are held in place using the seatbelt in the car.

As it is only a small dog, I suggest putting it in a dog carrier, then put a belt around this .... as long as the track is not too long, of course!
As it is a small dog, perhaps the best solution is to put it in a suitable carrier for pets (one with a hinged door that is suitable for cats) with her litter inside. This is not cruel. Small dogs can not handle the movement of a car and large dogs. I have started to put my yorkie in a cage after he began running under the peddles around 40 mph. He hated it when I started to do, but it goes straight to sleep now. I always put in the box before taking him to the car with a blanket and a chew toy or it is impossible to do in the cage. I also facing the door of the cage so he can see me and I used to talk to him and poke his finger into the cage from time to time to let him know I was there.

If a crate is the safest, most dogs like looking through the window, and many sick car. So if you get a seat dog care that would be great. You can get a little Harnes made to that effect and attach it to the ring on the seat. The dogs love them.
I just got one that is beautiful. The lady took it in a color / design I liked and it is very sturdy and safe :-) Do not buy the cheapo, they did not add.
