At what age do parents begin to Hasidic Jews dress their female children according tznius? is something that my mother asked me, my observations and research tell me that they start at age 3 or 4, even if they do not do so until they Bat Mitzvah of their age if they are used to do on a daily basis and it is very firmly rooted in them.
also when it comes to boys is they use a similar process expected to wear suits more often from Shabbat and holidays and go from there

Most Chassidim that I know (and Haredim) begin to dress their daughters in long sleeves, long skirts, and legs covered by age 3. Ordinary Orthodox can start a little later, at the age of 6 or 8. Although technically tznius laws are not fully applicable before Bat Mitzvah at age 12, it is best to start early to teach children the correct way.
With boys, it is usually not a problem tznius, but just clothing appropriate for the age. Example, I dress my son (17 months) in shorts and t-shirts (he even has a reservoir of muscle, because it was so cute, I could not resist). I can not imagine it was much longer muscle tanks, especially after he turns 3 and get a haircut for the first time. I also imagine it would not be good in shorts past the age of 6 or so, and probably get his first trial, somewhere around 9. As others have mentioned, the first cap is generally purchased in honor of Bar Mitzvah, which is when most boys start wearing sports jackets / blazers during the week, and do button down shirts.

tsnius Girls is gradually in. In most it starts a little to 3 years and is fully tsnius age of 6 years. I think Chabad to be a bit more liberal than other Hasidic groups in ages.
The boys did not wear vests before their ninth birthday. They wear suits before Shabbat, always long pants for 4 years and can wear vests (in Colombia). The boys begin to wear sports jackets during the week when they get their tefillin.

Most Orthodox Jews, including Hasidim, their children begin dresisng slightly, from 3 or 4. many do so before that too, although nobody s gradually when a 2 year old child decides they do not want clothes and removes LOL
The same for boys, modest clothing is introduced at a young age, although shorts and clothign summer comfort is the norm until about age 7 or 8 - but they go to synagogue are generally more intelligent place with long pants. Most do not start putting jackets on until 9 or 10, and generally get their first cap is one of the highlights of the period of bar-mitzvah!
